Vallejoans,
Thank you for visiting my website. My name is Oscar Estioko and I am running for Vallejo City Council.
I have a long history of public service working with our Congressman, our former Mayor, many City Commissioners and community
service organizations. I am running for City Council because I am concerned about our City. Recently retired, I have
the time to serve Vallejo on a full-time basis.
The City of Vallejo is facing a financial crisis due to the sub-prime
mortgage market meltdown. It is our greatest threat and our COMMON ENEMY. Record foreclosures and declining revenues will
result in mandatory belt tightening. However, the City of Vallejo must still provide basic social services to protect the
Citizens of Vallejo which includes the poor, elderly and minorities. When you dial 911 for fire, police or paramedic services
for a burning house, a drive-by shooting, a sexual assault, a physical assault on an elderly person, or a heart attack or
stroke victim; DELAYS are not an Option! We must fight together to maintain basic services to protect your life and your property.
The PEOPLE are the STRENTH of Vallejo. You are Vallejo. Vallejo is you. Your economy and budget have been in transition.
You went from a defense-based economy (losing 12,000+ jobs), to a bedroom-based economy (revenues coming from building permits
and city transfer taxes). You must now transition to the NEW ECONOMY to regain your lost revenues and regain your lost jobs.
What is the NEW ECONOMY? Information Technology (i.e. Cisco, Google, Fiber Optics, Facebook) , Bio-Tech (i.e.
Stem Cell Research, AIDS Research, Alzheimers, Diabetes and Cancer Research - Genentech, BioRad), 3G (i.e. Apple, WiFi,
Blackberry), and Alternative Fuel Sources ( i.e. Wind, Solar, Steam, Biofuels, Hydrogen Fuel Cells).
These
businesses must be brought to Vallejo. Only the NEW ECONOMY can restore YOUR lost revenues, just as the NEW ECONOMY is providing
revenue to our neighboring cities. Furthermore, the NEW ECONOMY can bring back the 12,000+ lost jobs back to YOU.
My VISION and my COMMITMENT to YOU focuses on FIVE Priority Sectors of Development. Each sector is a unique challenge. I
consider them contributions and foundations to your social and economic development:
1. Business Partnership with
City Hall , local Colleges and Universities. 2. Economic Completion of Mare Island's 7 stalled Development Projects
and conversion of the Solano County Fairgrounds to YOU. 3. Family Growth and Improvement of YOUR Schools with the help
of YOUR religious community. 4. Tourism coordinating transporation between the Waterfront, Six Flags, Shopping Centers,
Open Space, Parks, and Wetlands with the Greyhound Station, BART and the Ferry System. 5. Livelihood Development of
Small Businesses with incentives to current and new businesses.
This is my 4th run for City Council. The economic
problems for YOU are the same as my first run 10 years ago. I am running to make the next 10 years not only better FOR YOU,
the poor, elderly, minorities, our children but also for city employees, commuters, tourists, small businesses & their
employees, and NEW ECONOMY businesses. I am running to protect YOUR property, YOUR lives, YOUR health, YOUR environment and
YOUR FUTURE!
During my 20+ years in public service, I have been told:

is a consensus builder! ESTIOKO is a negotiator! ESTIOKO is a problem solver! ESTIOKO is a fighter for YOU!
YOU are Vallejo and Vallejo is YOU.

social and economic place in the regional, national, and global hierarchy.

To all Vallejoans,
With the highest esteem and respect to
the mandate of the electorates of the City of Vallejo, I wish to congratulate the victors in the recent City Council elections.
I have lost my bid for the same position, but as a member of their constituent, and a prospective beneficiary of their forthcoming
services, I share a part of their victory and have to celebrate with them in dignity and not in despair.
If you
happen to be on the losing end of a competition, you could find solace and comfort in this glorious quotation: " The
greatest victory of a man is not won in never falling, but rising everytime he falls." Treasuring the deeper implication
of this phrase, I share with you, fellow electorates, the relaxing message that there is victory in defeat. Yes, for losing,
I was made a rightful beneficiary of a greater victory ahead.
In closing, I wish to convey my profound gratitude
to all those who have given their individual support and contributions during my campaign. Please understand that I will always
treasure to enlist your indespensable cooperation toward the realization of a greater victory in the future. Thanking you
