BIOGRAPHY
Oscar P. Estioko was born and raised in the Philippines. He is the
third son of a family of five brothers and three sisters. His parents, brother and sister are residing in the Philippines.
He joined the United States Navy in 1964 while going to college in Manila, Philippines. He was naturalized a U.S. Citizen
on September 12, 1969. He is a graduate of The George Washington University, School of Public Health and Health Sciences,
Washington, D.C. and Chapman University, Orange County, California with a Master of Science Degree in Human Resources Management
with course concentration in Organizational Development, Legal Issues In Human Resources Management, Labor Relations Process
/Collective Bargaining, Organizational Theory & Behavior, Benefits & Compensation, Strategic Management, Training
& Development, Management of Human Resources, Conflict Resolutions and Career Management.

For the past nine years, Oscar has combined a career as
a contract negotiator with community activism. In 1995 he assisted with the formation of the Filipino Political Caucus in
Vallejo, (FAMPOC) serving as the Vice-Chairman. Continuing his commitment to the community, Oscar served as Commissioner on
the Cultural Commission, City of Vallejo California. Oscar conducts seminars for Labor Unions in many labor-related subjects.
He is an advocate of Equal Employment Opportunity. Oscar is the adviser and founder of the Filipino American Veterans of Solano
County, Inc. He is a member to numerous community organizations such as: Filipino Community of Solano County, Inc., Member,
Free & Accepted Masons with a Sublime Degree of Master Mason, Sublime Benicia Lodge #5, Scottish Rite of Freemasonry,
Southern Jurisdiction, Valley of San Francisco Orient of California 32°,
Filipino American United States Armed Forces Association, Nueva Ecija Association of Northern California, AMVET and President
of the Fleet Reserve Association of Branch 8, Vallejo, California.

Oscar is entitled to
wear the Navy Achievement medal with one star, Navy Commendation medal, Good Conduct medal, Meritorious Unit Commendation
medal, National Defense medal, Vietnam Service medal with four stars, Vietnam Campaign medal with device, Humanitarian Service
medal, RP Presidential Unit Citation medal, Navy & Marine Corps Expeditionary medal and Sea Service Ribbon. Oscar retired
from the U.S. Navy with a rank of Chief Petty Officer, (Hospital Corpsman, Advance Medical Technician and Field Marine Force)
on November 30, 1986. Retired from the Federal Civil Service, Department of Veterans Affairs on June 30, 2001...Total government
services of over 30 years.

Oscar has two sons Troy Oscar I, Elmer Oscar and Stephanny from his first wife Dr. Leonila Villesco
Ancheta, who passed away in 1979. Oscar lives in Vallejo, CA with his wife the former Patricia Carganilla Cawagas since 1989.
She is a registered mid-wife from the Philippines and work as Psychiatric Technician for the State of California. Oscar has
two children. Patrick Oscar 23 and Oscar Jr. are both working as Information Technology consultants.
Elmer graduated from Northeastern Illinois University and currently employed
as Computer Scientist. He is married to the former Cherry Domingo, a registered nurse of Kaiser Permanente California. Has
one lovely two years old granddaughter named Emily Rose.

Troy is currently finishing his degree in Northeastern Illinois University,
majoring in Biology. Stephanny, the only rose among the thorn works for a company in Oakland, California as Sales Associate.
Troy Oscar will join the family in California after his studies.
